- No, it is illegal..........to rent property without a occupancy permit so can't rent it therefore can't rent with the option to buy..............
- A landlord needs to get an "Apartment/Home Rental Permit" from every city agency in the US that I know of. Hot water or Heat or not. Read on below. If a Landlord rents a home without such a permit from the city, the the Renter is entitled to a FULL REFUND OF ALL RENT MONEY PAID FROM THE START. In NY and NJ, these cases taken to court have given the renter back thousand of $$ in some cases. A home or apartment cannot be rented without a city permit. The fines and legal recourse of the renter prevent it. It is a crime to do so by the landlord.
